How is the Budget Determined?

The County's budget process is determined in phases, each building upon the last to ensure a comprehensive and thorough approach. From preparing the baseline budgeted tax revenue and setting initial guidelines to reviewing departmental requests and making adjustments, each phase allows for careful planning, analysis, and decision-making.

Phase I - Budget Preparation & Requests. The Budget Team develops a baseline budgeted tax revenue, sets guidelines, and works with departments to review ISF charges and staffing plans. Departments then prioritize needs, justify new budgeted tax revenue requests, and submit proposals for review.
Phase II - Tentative Budget & Work Sessions. The County Auditor reviews requests, hosts budget meetings, and prepares a Proposed Tentative Budget. The Board of County Commissioners holds work sessions to discuss new requests, make adjustments, and conduct a public hearing.
Phase III - Final Budget Adoption. After deliberation and public input, the Board adopts the final budgeted tax revenue. Any post-adoption changes must be approved through budget resolutions. The budgeted tax revenue must be finalized by December 31st and submitted to the Utah State Auditor within 30 days.

Budget Open House

The county holds budget open houses to provide residents an opportunity to directly interact with the leaders of each department, learn what services are being provided to the public, and better understand how tax dollars are being utilized. One of the goals of the open houses is to increase transparency and solicit feedback from residents on how the county can best serve them.
