What Services Does the County Provide to all Residents

A summary of services provided by county government that are available to all county residents.
A county resident recently asked what services Utah County provides to all residents, including those who live within incorporated cities. That was a good question. Here is a list that identifies each county department and the services it provides countywide:
Assessor: Evaluates real and personal property to determine assessed values for taxation.
Attorney: Prosecutes felony cases, supports victims of violent crimes, provides legal support to all county departments, and manages GRAMA (Government Records Access and Management Act) requests.
Auditor: Processes tax abatements, issues property valuation notices, and oversees the property valuation appeal process.
Children's Justice Center: Provides a comprehensive, “under one roof” response to child abuse cases, including forensic interviews, medical exams, and legal advocacy for families.
Clerk: Administers elections, referendums, and initiatives, and provides marriage licenses and passport services.
Health Department: Promotes community health through mosquito abatement, restaurant and pool inspections, vaccination services, administers the federal supplemental nutrition program for women, infants, and children (WIC), and other public‑health programs.
Information Systems: Develop internal systems that improve the productivity of county employees, continuously look to improve the County's website to better share information with residents, and provide accurate geographic data and mapping solutions to support informed decision-making, planning, and public services throughout the county.
Public Defender: Offers court‑appointed legal representation to individuals facing jail time who cannot afford an attorney.
Public Works: Maintains county infrastructure, including road improvements, stormwater systems, public parks and trails, and county building rentals.
Recorder: Maintains and preserves accurate public records related to property and land ownership.
Sheriff: Operates the county jail, conducts search and rescue operations, provides emergency management services, provides security for district courts as well as supporting a number of judicial processes, and provides cooperative support to local and federal law enforcement agencies.
Surveyor: Maintains and updates section corner monuments that establish legal property boundaries throughout the county.
Treasurer: Issues tax notices and collects property tax payments and other county service fees.
